Da’Lacie brings deep expertise in transforming traditional compliance and legal frameworks into agile, tech-enabled solutions. A former Vice President at Thomson Reuters, Da’Lacie led global compliance programs across emerging technologies, including AI and automation, and government contract compliance while managing multimillion-dollar budgets and international teams.

Recognized for her strategic foresight, proven ability to balance legal rigor with operational innovation and human-centered approach, Da’Lacie has built a career at the intersection of law, innovation, and ethical leadership. Her work spans compliance automation, regulatory strategy, digital transformation, executive/corporate training, and enterprise governance. A seasoned Risk and Compliance Executive with over 20 years of progressive experience in private equity, consumer financial services, and the department of defense, Desirae is recognized as a “triple threat” for expertise across Finance, Audit, and Compliance. She brings a deep understanding of how regulatory adherence drives operational excellence and sustainable growth in highly regulated environments.

Desirae has led both first and second line risk functions and built end-to-end compliance programs from the ground up. Her accomplishments include developing a comprehensive Merchant Banking compliance program aligned with OCC requirements and leading a seamless SEC registration by establishing a robust RIA compliance framework. She has delivered complex risk initiatives resulting in zero audit findings, fines, or regulatory actions and achieved a 93% reduction in compliance violations through customized training strategies.

Her regulatory fluency includes SEC, OCC, Reg Y, Volcker, BSA/AML/KYC, FCPA, GDPR, and others. She has directed GRC system implementations, authored policies and codes of ethics, conducted SOX 404 testing, and advised on vendor and third-party risk.

With over two decades of experience, Josh is a seasoned Organizational Change Management (OCM) leader specializing in navigating complex transformations across highly regulated sectors. He has built and led OCM functions at both Xcel Energy and AIM Consulting, establishing himself as a trusted advisor and subject matter expert in aligning people, processes, and technology to drive business value.

At AIM Consulting, he co-developed the firm’s OCM methodology and go-to-market strategy, successfully launching the offering and securing engagements with Fortune 500 clients. His consulting work spans technology, manufacturing, and customer experience initiatives—delivering pragmatic, measurable change strategies.

Previously, at Xcel Energy, he served as a principal architect of the utility’s Office of Change Management. He led change efforts for major enterprise initiatives, including SAP deployment for corporate functions, and built enduring capabilities such as a Change Agent Network and Community of Practice. Recognized with two “I Deliver” awards, his work consistently balanced strategic vision with empathy and results.

With over 18 years of specialized experience across highly regulated government and corporate sectors, Jory is a seasoned Disaster Recovery and Business Continuity Consultant. As a trusted subject matter expert, Jory has led disaster response and grant compliance efforts for recovery operations exceeding $6.7 billion. Her impactful work with AG Witt, Civix (formerly GCR Inc.), Witt | O’Brien’s, and the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness demonstrates her deep expertise in navigating FEMA Public Assistance programs, 2 and 44 CFR, the Robert T. Stafford Act, NEPA, and NHPA.

Jory has advised state and local governments, healthcare systems, schools, and nonprofit organizations on FEMA reimbursement, environmental compliance, business continuity, and grant closeout following major disasters including Hurricanes Katrina and Sandy, the August 2016 Louisiana flood, and the COVID-19 pandemic. She is known for her skillful interpretation and analysis of federal and state policy, turning complex regulatory frameworks into actionable strategies that drive funding success and operational resilience. Her strategic guidance has resulted in multimillion-dollar federal grant awards, successful appeals, and streamlined recovery operations. While at GOHSEP, she was honored with the “Top Producer of the Quarter” award for exceptional performance in grant processing.

Jory has also facilitated training for government agencies and community-based organizations to strengthen their capacity in grant management, regulatory compliance, and disaster recovery. With a strong legal foundation gained through judicial clerkships, Jory brings precision to disaster recovery operations through legal writing, policy advisories, and appeals on behalf of clients. She is also committed to community service, including volunteer work with Girl Scouts USA, where she helps mentor young leaders.
